Addictive, obtrusive and anti-social: why are we still allowing mobile phones in schools?

Anyone who has actually taught in a classroom knows that mobile phones are invariably a distraction and often a catalyst for anti-social behaviour and bullying. So why are Australian educational authorities reluctant to follow France's lead and ban their use on school grounds?
