Noticeable drop in Year 11 students achieving NCEA Level 1

The percentage of Year 11 students completing National Certificate of Educational Achievement (NCEA) Level 1 has dropped to its lowest level in five years, as a number of schools plan to abandon the first year of the qualification system.
