Why doesn't education modernise?

The world is changing at a rapid pace, an immensely rapid pace! Think about driving along the autobahn in a Trabant listening to lederhosen slapping tuba hits, then being overtaken by a McLaren F1 blaring hot new German dubstep from its 2000 watt stereo system.
