State govts recommend scrapping NAPLAN in rogue report

An independent review commissioned by Victoria, New South Wales, Queensland and the ACT has turned in its final report, recommending that the decade-old NAPLAN testing regime be replaced.

Federal education minister Dan Tehan has been critical of the "breakaway" review.

The report recommends a new test, The Australian National Standardised Assessment (ANSA).
