I'm not sure that "literacy is a human right". Literacy is a learned skill. Perhaps 'opportunity to learn is a human right' would be better? Whether or how one chooses to use that opportunity is a different matter. The person who said "literacy isn't a Maori thing" may simply have been expressing a belief that literacy is not uniquely Maori, it's a skill valued by cultures around the world. You might choose different ("culturally relevant") methods such as singing or reciting whakapapa, but it's still language learning and development. However anything that encourages literacy development must be a good thing, and it's great that parents can learn new ways to encourage their children's language development.
