Is NAPLAN data really a concern?

It was very interesting to note on a news report recently that preliminary NAPLAN results are basically unchanged from the previous year. No signiﬁcant improvement in literacy and numeracy standards, or any decline of signiﬁcance either, in terms of a year to year progression at least.
