Could digital teaching passports solve schools' out-of-field woes?

How can classroom teaching experience and other relevant achievements count towards educators’ qualifications? Is there a way to recognise robust and officially recognised expertise in new areas to help schools deal with the ‘out-of-field teaching’ phenomenon'?
