Your Opportunity
To enhance portfolio governance, performance oversight, and investment decision-making, ISD is strengthening the Portfolio Management Office (PfMO) to provide a more integrated, transparent, and insight-driven view of portfolio performance.
As the Manager of the Portfolio Performance & Insights (PPI) team, you will be responsible for establishing and leading a new portfolio performance and insights function within the PMO.
You will work will closely with various teams across the division to provide a holistic view of planning and delivery performance, combining financial reporting with non-financial measures such as schedule, risk, benefits, dependencies, and capacity, enabling proactive portfolio management and early intervention to ensure informed decision-making and strengthened portfolio oversight.
Initial focus includes:
- Establishing the function - defining frameworks, measures and operating model to support the portfolio performance and insight's function
- Portfolio performance and insight - Identifying and communicating portfolio-level trends, emerging risks, constraints, and opportunities to support proactive management of the Infrastructure Investment Portfolio.
- Executive reporting and governance - Designing and implementing portfolio-level performance monitoring frameworks and executive-level reporting to inform, challenge, and influence executive and governance investment decisions.
- Capability uplift – Leading the uplift of capability in portfolio, program, and project performance analysis and monitoring across the division.
About You
This role will suit a strategic, analytical professional who is motivated by building new capability and driving measurable performance improvement at scale. You will thrive in this role if you:

- have advanced knowledge of, and experience leading, infrastructure portfolio, program, and project performance monitoring in a government or large, complex organisational environment
- are proficient in reporting, data analysis, and visualisation tools (e.g., Power BI, Microsoft Fabric, Excel) to effectively communicate portfolio performance and trends.
Formal qualifications in business, economics, data analytics, or project/portfolio management are beneficial. Experience with capital investment portfolios, Government investment and assurance frameworks, and P3M methodologies will be highly regarded.
